Justice Mandhata Seetharama Murti was born on 16th of January at Kakinada of East Godavari District. He holds a Degree in B. Sc., and Degree in Law, both from Andhra University. He won the Gold Medal for proficiency in Law of Torts in first Law apart from other prizes. He hails from a family of Lawyers of Kakinada of East Godavari District. He is a third generation Lawyer in the hierarchy and had actively practiced for 12 years, until his selection as a District Judge.

He, an experienced Lawyer and a Judge, had also specialized in teaching and training Judicial Officers and Ministerial Officers of the Courts in the State of Andhra Pradesh. While working as a Senior Faculty and Additional Director of the Andhra Pradesh Judicial Academy he had compiled reading and reference material for the various academic programmes and in the process had worked with Judges of all Cadres, Academicians, Teachers, Jurists and Faculty and had compiled teaching materials and reference materials in the field of law and allied subjects.

He was appointed as Additional Judge of the High Court of Andhra Pradesh and sworn in as Additional Judge of the High Court on 23.10.2013. He was appointed as Judge of High Court of Judicature at Hyderabad for the State of Telangana and the State of Andhra Pradesh and assumed charge as such on the afternoon of 02-03-2016. He was later appointed as Judge of the High Court of Andhra Pradesh on 1st of January 2019. Laid down the office of the Judge of the High Court on 15.01.2020 on attaining the age of superannuation. Assumed charge as Chairperson, Andhra Pradesh State Human Rights Commission on 24th March, 2021.
